This item is exceptionally rare—less than a ~0.5% chance to find one, even under generous assumptions. It can NOW BE CRAFTED or be discovered in loot chests. No mobs drop it, no bosses reward it, if you’ve found any, you beat the odds.
What you’re looking for is an "Ice Elemental Chest." Element chests are more common in more difficult structures like Castle Dungeons & Battle Towers. Some people claim to have found them in Pirate Ships as well.
You can tell if you found an element chest if you get between 1-3 elemental essence or other "element" type items. Like this is an example of an "Ice Chest." However, when you find one, you are NOT guaranteed a spirit. It’s a very small chance. So, you’re looking to not only get lucky and find an element chest, but it also needs to be Ice, and then ON TOP OF THAT, you need to roll a spirit.
You can now craft an Ice Dragon Spirit with x4 Water Essence , x4 Dragon Scales Blue , and x1 Dragon Heart
